Description: To summarize, the very presence of this tag indicates the resource has been deleted by a Registry administrator, and a reason should be given in the value indicating the exact reason it has been deleted.

Both this issue and GBIFCOM-52 are similar functionalities, but catering for different cases:
GBIFCOM-54 (this) tags registry entries before deletion that are manually logically deleted in the registry, e.g. a collection of minerals (outside of GBIF scope). Those will no longer be visible through user interface or web services, but we want to keep the history on when and why they were deleted
GBIFCOM-52 tags datasets that will remain in the registry, but that should not be indexed regardless (e.g. duplicates)
