Summary: Add Travel Guidelines to Portal footer
Description: As discussed earlier, as stated in our Staff Rules, we need to make our travel guidelines available on our website. I discussed this with Tim H. and it was agreed to add the link to the document in the portal footer, as the last document, below the GBIF Work Programme. The text should say 'GBIF Travel Guidelines' and the link is http://links.gbif.org/travel_guidelines.pdf.
