Description: The catalogue exists in IMS but needs to be moved to Drupal and exposed in the portal. It should be managed within Drupal going forward.

The short-term goal is to show all the "resource" in IMS that is typed "tool" on the portal, and provide a search interface for the tools catalogue. While implementing the tool catalogue, the rest of the resources on IMS should also be considered to ensure a smooth migration of the editing environment on to Drupal later. Comment: This is already done as part of the resource revamp (POR-2498). So this issue itself won't fix.
