Description: When, as in the case of Australia, no node manager is appointed, the category heading does not show on the participant tab of the country page. Improvement request: instead, always display the heading "NODE MANAGER", and in cases where none is available, display a standard text stating "pending appointment.

Rationale: In several contexts/documents (e.g. http://www.gbif.org/publishingdata/howtopublish#endorsement), people are advised to contact their Participant Node Manager. If no hint can be found in the relevant pages, it leads to confusion: am I in the wrong place after all? Why is there no Node Manager? Rather give the information explicitly that the Node Manager is not appointed.]]>
