Description: Section "Participant Node Managers Committee, top list

1) For regional node representatives, include the name of the region (e.g. Hulda Gideon, 	Regional Node Representative (Africa)). Format does not matter, but the information should be there.
2) If a region does not currently have a representative appointed, nevertheless show an entry for the region, with a standard text instead of the name (e.g. pending appointment, Regional Node Representative (Oceania).

NB: the Oceania participant region is currently not showing up in the list

Intention: make it transparent that there (in theory) is a participant region for Oceania, but that it is currently not represented in the steering group. Documentation points at overviews of regions or cites "6 regions, which is then inconsistent with the current count of 5 in the list.]]>
