Summary: Refactor GeospatialParseUtils for generic min/max in meters parsing
Description: The GeospatialParseUtils provide distinct methods for parsing altitude (rename to elevation) and depth, sharing a lot of code. We need a new method to parse min/max distanceAboveSurfaceInMeters and it would be good to separate the code into a method that does a generic minmax parsing transforming feet into meters etc and then only a small wrapper on top of that for the 3 dwc terms. These wrapper would then only insert the appropriate OccurrenceIssue, the generic method would return some simple unspecific flags
