- facets for Purpose are selectable on Tools page
- selecting a facet filters tools by that Purpose (multiple selections must be supported)
- Purpose tags in the Tool Details section of Tools Detail page are links to the faceted search result]]>

Comment: The filtering behaviour is AND. Need [~atalavan] 's suggestions on when we would need 'OR'.

Comment: To implement the described logic it is necessary to hook into facetapi and possibly how the indexes are created (search_api module). I am creating a separate story for the implementation.

By completing this story, the module is now enabled with the following actions orchestrated:
- automatically import IMS content and refresh system index;
- create a 'search server' and wire the default node index to the search server;
- add IMS related fields to the default node index, reindex;
- add search facets for Purpose;
- position the facet blocks in sidebar_secondary.
