- search box on the tools page
- arbitrary search terms are matched against any field in the ContentType

Comment: Although this part of work emit the search block in a region "header", because on the theming side it's not done yet, so I am linking to the POR-1758 while closing this issue.

Comment: When visiting the resources/tools page, a search box is automatically shown. Search by using this box will by default limit the node type to 'resource'. See attached screenshots.
