Description: Done when:
- facets for operating system are selectable on Tools page
- selecting a facet filters tools by that operating system (multiple selections must be supported)
- Opering system tags in the Tool Details section of Tools Detail page are links to the faceted search result]]>

Comment: This is already done as part of the resource revamp (POR-2498). So this issue itself won't fix.
