Description: In addition to Bootstrap CSS, the theme being worked on also need regions defined for all possible scenarios. This task includes:

- agree on a common wireframe of regions and their naming, with the wireframe stored in wiki for future reference;
- the regions are reflected on theme templates;
- relevant CSS is updated for the new region definition.]]>

Upload the current wireframe which is meant to be a reference doc when discussion.

It's assumed that search block, sub-title can be assigned to the "title" region.
