Basis of Record interp writes null if it can't interpret - is that right?

Summary: Basis of Record interp writes null if it can't interpret - is that right?
Description: Seems like we've taken null to mean "Observation" in the past, but if we're going to make a guess like that it should be at the interpretation step.

Comment: In conversation with Tim this is an error and instead of null it should write UNKNOWN.
