Description: Users are overlooking the fact that a record may have been flagged with issues.

For example, record 236047012 where Country is México, and given Lat/Lon is 0/0.

We should show the map on the occurrence detail page, but add a "known issue" statement to the top of the page with link to the issues at the bottom.

Comment: Since this issue we moved the "Issues" block to top of page, right above map. That should suffice.
