Description: When indexing is turned off, new datasets still get registered. Since indexing is turned off, the dataset page shows 0 records. Dataset owners visiting the page will think there is either a problem with their dataset (e.g. missing identifiers), or that we have forgotten to index them.
To reduce confusion, let's show an alert on all dataset pages when indexing has been turned off.
Whether a dataset owner is waiting for the dataset to be indexed for the first time, or reindexed after an update to the dataset, they will understand why nothing has happened yet.
I suggest the following alert message:
"GBIF's real-time indexing service has been turned off for maintenance. This is the reason why new datasets have not been indexed, or existing datasets haven't been updated. Thank you for your patience, as we work hard to turn the service back on."]]>

Comment: Is there a way to detect that a dataset update is registered, but the subsequent indexing is not yet started/finished? If possible, I'd suggest, instead of telling the indexing is off, we could show "Queued for indexing" with an alert-like colour, at the record count area. Or other wordings telling visitors that the status of this dataset is updated from the data publisher, but yet fully reflected on the portal.
