Description: Portal downloads, or archives produced by the IPT have a meta.xml file whose XML is "well-formed", but not "valid. To say our meta.xml is valid cannot be answered without a DTD or a schema.

The example meta.xml on http://rs.tdwg.org/dwc/terms/guides/text/ has the XML declaration and schema location, needed to validate. Our version only has 

Why not specify the schemaLocation? http://rs.tdwg.org/dwc/text/tdwg_dwc_text.xsd Even if it changes to a new version, the old version should stay online.
