Summary: Fragments Emitted count rounds to 1000 or maybe 10000, breaks downstream counts
Description: Because of zk performance issues FE is always a nice round number and FR doesn't use same logic. This might explain why so many dwca hang around in cram.

Comment: was based on a cram that hadn't refreshed itself - this is not happening for the last frags emitted
