Description: According to http://dev.gbif.org/wiki/pages/viewpage.action?pageId=13991947, we will have a "Featured resource block.

Done when:
1) The editor/admin can assign "Promoted to front page" to a resource and see it shows in the "featured resource" carousel.]]>

Comment: Carousel is competing attention when an user is entering search terms or choosing facets. Implemented a block view instead.
