Summary: Explore best testing framework for interactions with DataCite
Description: In Dev and UAT we need to be able to test that our datacite interactions work, but not mint lots of DOIs that are not real.  Perhaps they have a test environment, or perhaps we use a test prefix, which are purged periodically.
