Description: we have a few in the occ-interp's fuzzy-country-pairs already (e.g. isle of man and GB) but it makes sense to do it for all "overseas regions. Martinique as one example has all records with mismatch flag so the map on the country page is empty.

Obviously requires reindex of all coords once the code is in place.]]>

According to http://en.wikipedia.org/wiki/Overseas_departments_and_territories_of_France this would be for France:
GP, GF, MQ, RE

French oversea departments that have geolocated records already:
YT, PF, PM, WF, MF, BL, NC

See https://github.com/gbif/occurrence/blob/master/occurrence-processor/src/main/resources/confused-country-pairs.txt

Many combinations added, but not for cases where hardly any data uses the wrong name (almost everyone realises the Virgin Islands aren't in the UK, but there's confusion with Jersey and Guernsey. etc.)
