Description: If a jenkins build fails it still kicks off the GBIF deploy which then fails too because of smoke tests usually. This is wasting lots of jenkins resources as the deploy and VH preparations take a long time. This happens to builds configured to only run post build steps when the build was successful, but that does not seem to be true.
