Description: Our API has a TagNamespace enum with GBIF_HARVESTING having the namespace hit.gbif.org

This is obsolete and we should just use the crawler.gbif.org namespace instead. Tasks:

 - remove TagNamespace.GBIF_HARVESTING
 - update all TagName entries to use CRAWLER namespace instead
 - update crawler to use the latest API with the new namespace
 - update all registry machine tags from hit.gbif.org to new crawler one
 - at the same time as the registry data is changed make sure the crawler-cli is updated in the corresponding environment so that the new namespace is used (dwca-metasync for example uses it to find constituent datasets)]]>
