Description: We need to change the way we title the metadata for occurrence downloads in the DataCite kernel.

Currently an API listing of the downloads shows "Occurrence download" for everything in Thomson Reuters.  We need this to show something more meaningful to readers.  I propose a format of:

"GBIF.org data download - 21/05/2015 11:15:34"
(the last bit being the timestamp to second resolution)

We need to change the code, deploy to live and then issue updates to all existing DOIs
