Summary: Merge UsageMapper into regular NameUsageMapper
Description: Housekeeping. We have 2 mybatis mappers dealing with the name_usage table in postgres. The UsageMapper was meant to map the simpler Usage class which we hardly use anymore. There are only simple delete and select id queries left so we can easily merge the mapper into the regular NameUsageMapper to keep things tidy
