Description: Visiting http://www.gbif.org/occurrence/download/ starts a new download of all occurrences.

Confirmed: going directly to http://www.gbif.org/occurrence/download/ bypasses the download format dialog, triggers a download of all occurrences, and redirects to http://www.gbif.org/occurrence/download/DOWNLOAD_ID

Seems sensible this link should redirect to http://www.gbif.org/user/download

Doing so would certainly take some unecessary stress off our infrastructure.
