Description: The function of the thumbnail is to help the user recognize the item, they are not usually captured in a resolutions that would give any meaning information.
Right now, clicking on the image shows a larger version, while accessing the resource is a relatively small link below it.
In the past we received feedback from users that would expect to have access to the resources when clicking in the thumbnail. That is why it was changed in the the old ORC years ago.
I suggest copying that behavior: clicking on the thumbnail image should take you to the resource.

Comment: Yes, direct access to the download for files, and redirection to the URL for links, just as the 'download' link does.

From my short stats of discussing interface with new "GBIF family" members the fact that document icon opens the IMAGE of that icon, not the doc itself, seems to me the second most hated issue after front pages search not searching for species...IMHO the graphic element of the webpage that looks like a doc front page is expected to open this doc. An easy option is to remove the link to the image (icon) completely, but better make it link to the actual resource doc. Doable in 2 sec in Macromedia and WordPress :)
