Description: We have observed DataCite having outages and incorrect behaviour which results in DOIs being stored as FAILED in the registry.

We should add an option to the registry-cli which iterates through gbif_doi and for all DOIs which are not REGISTERED send a message to rabbit to attempt a re-registration.  It only needs to be an option to run on demand and not on a cron as it is a fairly rare occurrence.]]>
