Summary: GBIF DOI minted for dataset that has already has DOI
Description: The dataset http://www.gbif.org/dataset/929d10ff-6f80-4ab3-a422-509c6721d402 has a DOI minted by GBIF http://doi.org/10.15468/tiwvzq, but already has a DOI http://dx.doi.org/10.13148/bfcf21 that links to the original data http://data.freshwaterbiodiversity.eu/ipt/resource.do?r=bf_cf21 This DOI is stored in the //dataset/alternateIdentifier field of the EML file. So we now have two DOIs for this dataset!?

Yes.

If we're given a DOI when the dataset is registered, we won't create a new one. Otherwise, we create one. If we're given one by the publisher later, we show theirs instead of the GBIF one, but both will still work.
