Can you explain from which page the button is clicked? It shows a BID grant guideline is being requested.
Or the country report button appears on the page that it shouldn't?

Fixed as https://github.com/gbif/gbif-drupal/commit/1c8f4021eb1aa8bfc987d0cde955538cd048ad6d
Missed that first condition to switch off the block.
