Description: If we receive something like this:

Both dates are converted to 2003-01-01.  Either the endDate should be 2003-12-31, or the year-only precision should be maintained (if it's allowed).

This is shown on the portal as "Date range: 01-Jan-2003 - 01-Jan-2003"
