Description: Context: representation of networks like OBIS or VertNet at gbif.org.

Goal: provide visibility for the contribution of networks as data mobilizers, quality guards and support communities.
Networks typically operate across node structures and at dataset rather than institutional level. That means that while a node is characterized by and credited for the data publishers registered under their domain and endorsed by the node, a network is characterized by a thematic focus of individual datasets within institutions that most often also serve other, unrelated data and are endorsed by different nodes.
However, the network affiliation of a dataset is ultimately the decision of the dataset owner, not of the network administrator; it should be left to the owner to specify whether to link their data to the network or not.

Components already in place:
- registry: network tables allow to join datasets to networks
- gbif.org: dataset pages show the network connection (Summary block, sidebar, header "NETWORKS"), e.g. http://www.gbif.org/dataset/83e29da0-f762-11e1-a439-00145eb45e9a
- gbif.org: a skeleton network page allows representation of the network and lists linked datasets and their publishing institutions (e.g. http://www.gbif.org/network/2b7c7b4f-4d4f-40d3-94de-c28b6fa054a6). The current page serves as a placeholder and provides very limited information. Specification of future content / representation on this page is subject of a separate issue.

To be discussed:
- How should a dataset owner, at registration of a dataset or when becoming aware that the existing dataset should be part of a thematic network, indicate the fact? Possible options: mail to helpdesk@ -> manual handling in the registry; IPT selector (multiple choice?) for network affiliation of a dataset in future.
- How will the incoming information be processed / automated in the registry?
- What workflow is needed between the dataset owner, GBIFS and the network administrator to assure that the affiliation with the network is both intended by the dataset owner, and also agreed to by the network?]]>

Comment: If needed, we could enable a manager of a network to be able to manage their list of datasets using the GBIF API, on the basis that they do have the expertise to associate datasets with their network. Currently permissions can only be granted to users of our API to modify installations, organisations, and datasets only, therefore these permissions would have to be extended to work on networks too.

Comment: [~hoefft] & [~bko@gbif.org] can you guys please put this issue on your radar for the re-engineered portal, and potentially work with [~ahahn@gbif.org] to help scope how a network page could look like? Thanks

CAFF is asking how the network pages will look like at the new portal, and if there will be a map (CAFF is spatially delimited network)?
Note that in discussion with OBIS and LPI their representation at GBIF.org plays an important role in setting up the publishing and credit schemas with networks. Please make that Tim Hirsch is asked about the latest agreements made with networks. In several important cases GBIF plays a role of "network of networks", so acknowledgement of their contribution is very important: datasets are "delivered by" and "coming through / via ". Currently networks are not found through the portal menus, but can be found from dataset pages. Network sit in between the actual publishers and GBIF.
