Description: Initial specifications include:
* Must be core records (not in extensions)
* Ideally have associated occurrence records, but this isn't mandatory
* Minimum requirement for indexing? They must have all required fields listed here: https://github.com/gbif/ipt/wiki/sampleEventData#required-dwc-fields.
* If a dataset has sample event records that are incomplete, indexing should fail, even if its occurrence records are complete.
* What fields get interpreted? See ideas in POR-3094
* New API objects and web services will have to be created
* New interpretation issues have to be created]]>
