The dataset page should list all papers citing GBIF downloads which use all or part of the dataset. The dataset's (DOI) DataCite metadata should get updated with a "IsReferencedBy" relationship to the paper, indicating that the dataset is used as a source of information for the paper.

In addition, the dataset page should list all papers that cite it directly, using all or part of the dataset. The dataset's (DOI) DataCite metadata should get updated with a "IsCitedBy" relationship to the paper, indicating that the dataset has been cited by that paper.

Often a citation to a paper is used as a proxy for a citation to a dataset, therefore the dataset page should list all papers citing the dataset’s corresponding data paper(s). The dataset's (DOI) DataCite metadata could get updated with a "IsReferencedBy" relationship to the paper, indicating that the dataset is used as a 'transitive' source of information for the paper.

The GBIF download page should list all papers citing it. The download's (DOI) DataCite metadata should get updated with a "IsCitedBy" relationship to the paper, indicating that the download is cited by the paper.

GBIF needs to ensure the download remains archived and safeguarded from deletion. GBIF should also deposit the download in DataOne to guarantee its long-term archival and enhance its accessibility.

To gather these usage statistics using DOIs, we can leverage the [Making Data Count (MDC) project|http://mdc.lagotto.io/] data-level metrics (DLM) pilot tool for aggregating and presenting data-level metrics documenting the use, reach, and impact of research data. The [DLM pilot tool|https://dlm.datacite.org/api] builds on the successful open source Article-Level Metrics community project, Lagotto, originally started by PLOS in 2009. Apparently the DLM pilot tool will evolve into a production instance known as the [DataCite Event Data|https://eventdata.datacite.org/] service. Alternatively we could set up our own Lagotto installation to query custom sources, such as the [Thomson Reuters Data Citation Index|http://wokinfo.com/products_tools/multidisciplinary/dci/] configured with our own account.

What usage statistics should we capture? According to an [MDC survey|https://dash.ucop.edu/xtf/view?docId=ucop/ark%2B%3Db5060%3Dd8h59d/mrt-datacite.xml], 85% of researchers and 61% of data managers ranked citations as the most valuable data metric. Download counts were next in value, and page views were the least valued. The survey also showed there is little interest in altmetrics such as the number of times mentioned on social media, the number of times mentioned in mainstream news, and the number of readers on reference managers such as Mendeley.

Nature uses [Altmetric.com|http://www.altmetric.com/] to gather news, blog posts, Google+, Facebook, Twitter, and Reddit bookmarks data (updated hourly) using Altmetric's API. [ImpactStory|https://impactstory.org] is a free service that easily tracks altmetrics for data uploaded to Figshare, GitHub, Dryad, and PLOS journals that could also be used.
