Description: Sampling datasets often contain occurrences and can thus be part of download requests. However, there is no activity tab for such datasets, which means that the publishers of such datasets cannot track or report download activities.

[This commit|https://github.com/gbif/portal-web/commit/0cbf239b46b3332f40fe149dfd528921be22c808] ensures the activity tab shows for all datasets that have occurrence records, regardless of their type.
