Summary: Former participants missing from Participant List
Description: If we look at the page http://www.gbif.org/participation/participant-list#former , the list of Former participant is empty. We actually have some Former participants e.g. Papua New Guinea (http://www.gbif.org/country/PG/summary)

The empty blocks of former and observer participants are erroneously printed out when we introduce these two types to display on the country pages. The participant list has an "active" context so for now I'll simply hide those two blocks before further instruction is made for those participants on the list.
