Description: Records near 0° can have their longitude negated, especially if they're close to the border, especially an EEZ border.  This is especially obvious around Spain.

Possible options:

- Don't change the longitude if it's within, say, 30° of the meridian.

- Increase the tolerance of the geolocation search, so that for records close to a boundary we trust the provider rather than our own map.

- Work with the providers of the worst datasets, so the number of records with flipped longitude is much reduced. Then maybe we don't need to flip the sign, and can just have issues.

The same probably applies to latitudes close to the equator.

It even applies to records in places like Queen Maud Land, Norway's Antarctic claim. These can end up flipped to Norway, e.g. http://www.gbif.org/occurrence/1313790351
