Summary: Remove legacy "occurrence record count"
Description: The portal now uses the metrics-ws to get the count of occurrences per dataset per taxon.  The legacy version should be removed from the CLB API, CLB and all the way down through MyBATIS and the DB itself.  The Oozie-app should also be deprecated.
