Description: If you search for a the German bird name "Gimpel lots of names match with an author called Gimpel and show up first in the results.
We should boost vernacular names matches and reduce the score for partial matches of the scientific name.

other observations
a) the name "Gimpel" is marked as English while in fact its German:
http://staging.gbif.org:8080/portal-web-dynamic/species/2494543
b) even using a German locale browser I don't see any German vernacular name in the search results.
This is blocked by a ws-client issue 61 and might be a cause for the wrong ranking?
