Summary: Prevent registration of identical endpoints under a dataset
Description: It is currently possible (e.g. through web services) to register the same access point combination multiple times under a given dataset. This should be prevented by either turning it into an update operation, or refusing (possibly with a corresponding message to return).

It would be nice even to prevent registration of identical endpoints with the same URL.

The metadata updater is working fine uniquely identifying DiGIR, TAPIR, BioCASE datasets.
