Summary: Add support for managing editor roles in console
Description: There is a single editor_rights table in the registry that links drupal user accounts to node or organization keys. That link needs to exist for REGISTRY_EDITOR users  to modify the registry. The console should be allowed to view and modify these permissions. There are no webservices existing yet
