Summary: Allow adding external messaging listeners for Reg and Crawling
Description: To allow external applications to make better use of the registry and GBIF crawling it would be very useful to allow registration of external URL callbacks. These callbacks would be triggered anytime a dataset CRUD, crawl finished, etc message is sent by our systems.
