Summary: Flag datasets with unstable data record ids
Description: Datasets shown in our portal and webservices should highlight if occurrence or name usages keys are unstable and changing considerably over time. Proposal to use the percentage of inserted vs total records from the last indexing and show that prominently on dataset and occurrence pages in the portal if it exceeds a certain threshold, e.g. above 30%
