Description: On a registry update for, contacts got re-created, but the contact types as mixed up:
position "System Administrator" should be (primary) technical contact, position "Executive Director" should be (primary) administrative contact. ]]>

In terms of the source data (e.g. this may need some more thought

contact from
- system administrator -> technical contact
- data administrator -> administrative contact

where primary contact of technical type is
- data supplier if exists, and
primary contact of adminstrative type is
- owner if exists

As the vocabulary here is not controlled, this may be a bit tricky, though

According to the TAPIR specification ":Used to specify one or more roles of a contact with respect to the service. The suggested vocabulary includes two values, "data administrator" or "system administrator", but accepts other values. String. Required."
Additionally the service seems to be offline at moment of validate the issue reported.
