Description: - All converters in the registry need to adapt their values to a specific range, starting from the last value in CLB plus 1000.
- Change the values in the tests to reflect this
- Change the values in the staging DB and do a dump afterwards

Comment: 13460 is the highest current clb term. so the next free thousands range would be 14000-14999
