Summary: Add url redirecting so that dev.gbif.org/portal goes to the current staging portal
Description: we want to move away from "staging" and towards "dev" for our continuous deploy environment name. dev.gbif.org already exists (home for jira etc) but we can just add a path that redirects to the server currently called staging.gbif.org.

Comment: Might not be that simple as the cookie authentication is based to a specific domain. I would clearly prefer that we use the new domain properly and not as a redirect. Serving the portal in a /portal context should be no problem
