Description: To track pending issues and maybe some history we want to attach notes to a Dataset or Organisation.
Either use a simple, single text field or a list of Notes with a timestamp, user and note.

Notes should also be created by the system when something gets merged for example or an endorsement was rejected]]>

Comments can be added to entities via the Registry Console.
