Comment: The guideline we got from management is that endorsements, once given, are not revoked, even if a Participant later decides to leave. In that sense, it is correct that Nicaragua still endorses the dataset. If a controll is added, it should not be as a constraint, but at user interface level to prevent a _new_ endorsement to be made under a non-participant node.

In accordance with the guideline we got from management, this issue should be closed as won't fix.
[~jlegind@gbif.org], please open a new issue, if you would like to add a constraint at the user interface level to prevent a new endorsement to be made under a non-participant node.
