Description: Nicaragua, a former GBIF participant, still endorses a publisher which is wrong:
Establish some constraint/validation that publishers cannot be endorsed by nodes of status FORMER or OBSERVER]]>
Comment: The guideline we got from management is that endorsements, once given, are not revoked, even if a Participant later decides to leave. In that sense, it is correct that Nicaragua still endorses the dataset. If a controll is added, it should not be as a constraint, but at user interface level to prevent a _new_ endorsement to be made under a non-participant node.
