Summary: On "crawl me now" for a dataset, test whether the owning organization is endorsed, and provide feedback if not.
Description: On a dataset page in the registry, a "crawl me now" button is to allow administrators to initiate a crawl explicitly. When this button is pressed, a lookup should confirm that the owning organization of the dataset has actually been endorsed (organization.endorsement_approved=t). If it is not, a prominent message should make the user aware of the fact, and suggest to opt out of the crawl. If the interface is opened to non-GBIFS users, it might even be necessary to prevent crawls of datasets from non-endorsed organizations. Indexing a dataset from a non-endorsed organization should be an exceptional case and limited to the test environment, unless the requirement from the Node Managers committee concerning endorsement is revised and changed.
