Description: If publishers supply metadata information on citation guidelines as well as usage rights, need to ensure that they are all stored in the registry so we can access them for detailed IPR information also on the record level.

Double-check registry synchronizer, API (and registry admin forms?) to make sure the following dataset-level values remain available:

 - dataset citation (eml:citation, dc:bibliographicCitation)
 - intellectualRights (eml:intellectualRights, dc:rights)]]>

Comment: intellectualRights exists currently only in the read-only Dataset, so it cannot be modified in the admin console for example.

I supplemented this dataset from india with a healthy eml file, you can check it out here:

you can see the bibiligraphicCitations, Citation and intellectual rights.

For non-DwC-Archive datasets, such as those coming from TAPIR, sometimes we can populate the citation text from the metadata response, for example:

We can now be certain the citation and rights are being populated (for DwC-A, TAPIR, DiGIR, and BioCASE) by the synchronizer, and exposed via the registry ws.

Comment: Is the dwca eml being processed by the synchronizer also for checklists? Surely its not done right for archives with constituents, see CRAWLER-28.
