Description: It'd be nice if we had notification mails to our dev-notify@gbif.org (check if that address is correct) on issue creation and new comments.

Comment: I created a _GBIF Default Notification Scheme_ and added dev-notify@gbif.org for all events. Haven't attached this scheme to any project yet.

I set the scheme up in a way so that all the Watchers of an issue, the current Assignee and the dev-notify@gbif.org list get a mail on every event. Does that sound sensible?

We can fine tune if we want to.

I've set up the Infrastructure project with this scheme. So hopefully this comment creates a mail. Please let me know if that sounds good or not.

"Notifications will be sent only for public issues. Public issues are issues which have a Permission scheme that gives the 'Browse Projects' permission to 'Anyone'(any non-logged-in users)."

That's why no notification mails were sent to dev-notify@gbif.org but the test mail worked.
