Summary: Admin console - Offer possibility to add a "notes" field explaining cases when a relation should not be validated
Description: Sometimes a Node does not accept an endorsement request for a new Organization. In this case, the admin should be able to go into the admin console, create the relation, mark it as "invalid" for now, and add some notes to explain why it is still invalid. (thinking of an invalid_notes field). This will help to differentiate between those endorsements that have not been validated because a) the Node has not answered b) the Node has rejected the endorsement c) or any other particular reason - like needs more time to think about it.
